In most cases, yes. California law treats conversions of existing structures favorably: no setback beyond what the garage already has, and no replacement parking for the lost garage spaces. Stockton adds its own requirements, such as an independent entrance and its own address.
What the conversion involves
- Checking the slab for level and moisture.
- Insulation, drywall and code-compliant windows.
- Plumbing for a kitchen and bathroom.
- An entrance where the garage door was, or another separate exterior door.
- Electrical capacity for a second kitchen.

Fees
Under 750 square feet, city impact fees do not apply. Permit fees are calculated at submittal.
