Yes. The City of Stockton has offered three free, preapproved ADU floor plans, a studio, a one-bedroom and a two-bedroom, each with one bathroom, with expedited permit review. Its flyer lists open floor plans of 435, 625 and 745 square feet. The flyer appears to date from 2020, so confirm the current plan set with the Permit Center, as of November 2026.
What is free and what is not?
- The floor plans are free.
- Permit fees, construction and outside agency fees still apply.
- City impact fees do not apply to ADUs under 750 square feet; school fees may.

Other city requirements
- Independent outside access that does not pass through the main house.
- A permanent foundation. Units on wheels are treated as recreational vehicles.
- Rentals of at least 30 days.
- Its own address.
Selling separately
The city flyer says an ADU cannot be sold separately from the main home. Ask the city whether that is still current before planning a sale.
